Town Hall Car Park Changes

UNISON is opposed to the imposition of the new car parking charge, especially in the light of the recent removal of essential car user allowance and the imposition of a personal car use requirement in the contract of employment. If any members wish to challenge that new contractual term by requesting its removal because of this charge then please let us know.

We thought members might be interested in the details as we understand them. The Council did not consult with us on these changes. It is a diktat from the Chief Executive.

Town Hall Car Park changes
New parking arrangements will be introduced at the Town Hall to help alleviate capacity issues, improve security and encourage attendance at evening meetings and events at the Town Hall complex.

Timing
From 1 June all existing permits will be revoked and new permits will be required.

New criteria
New criteria for eligibility for parking permits at the Town Hall applies to all staff including green badge holders.  The green badge area will change to be the purple permit zone.

Purple permit holders (these are for the important people)
Only the following members of staff will be eligible for a purple permit

  • Cabinet members
  • Management Board
  • 2 leaders of the opposition
  • Chief Officers based at the Town Hall Complex
  • Any other Chief Officer or Member may be agreed at the discretion of the Executive Director for Environment and Regeneration

Staff parking permits

  • Only staff, including contractors, who are based permanently at the Town Hall complex and directly employed by LBWF will be eligible for a parking permits.  This does NOT include those working at the Magistrate’s Court or the Waltham Forest College.
  • Any other member of staff including contractors may be agreed at the discretion of the Executive Director for Environment and Regeneration.
  • All other users, including those invited to attend meetings, will be required to use the Pay and Display facilities. Non Town Hall staff attending meetings at the Town Hall will be able to reclaim Pay and Display charges, via expenses, for the duration of the meeting.
  • Where a service has invited guests to meetings, it is at the discretion of the Executive Director for that service to agree reimbursement of Pay and Display costs.

Pre agreed members of staff may arrange directly with NSL for VIP visitors to park by supplying NSL with VIP registration number, make and model of vehicle).

All ad hoc parking requirements must be agreed via parking services.

Costs
There will be no change to the £50 charge for purple permits.

Staff permits will be issued with a £10 charge to cover service costs.

An application form for staff and purple permits can be downloaded from ForestNet from Friday 11 May.

Application by post
To apply for a staff permit, first download and complete an application form from Forest Net.

Send the completed application form with a cheque or postal order made payable to London Borough of Waltham Forest to:
